The Department of Information and Communications Technology (DICT) has rolled out the new PEMEDES online system. This digital platform was made for courier and delivery services, where they must now register to secure their operating permits.
Riders’ Authority to Operate is a requirement mandated by Department Circular No. HRA 005, which took effect September 17, 2025. Prior to this, the DICT relied on paper-based manual processing that limited approvals to 10-12 permits yearly.
Since the platform went live last September, the DICT has been able to issue 56 new permits in three months. The system works by streamlining the process from filing to evaluation of permit applications for courier services.
As per the DICT, this was made for faster processing, transparent evaluations, and easier regulatory compliance for businesses. Interested companies can check out the DICT’s PEMEDES portal through a dedicated registration website.
